NOTICE IS HEREBY GIVEN that Rivers of Steel Heritage Corporation (RSHC) will receive sealed Proposals for the following project entitled:

Partial Demolition of the Carrie Furnace Draft Stack (Allegheny County Economic Development Project No. 2016-1-CITF-027), located in Swissvale, Pennsylvania.

The intent of the project is to remove an unstable upper portion of the 225-foot draft stack without damaging the surrounding National Historic Landmark property with a later goal (outside this contract) of reconstructing the historic stack.

The project requires that bidders demonstrate successful previous experience of a similar nature and complexity involving large industrial chimneys/stacks.

Bid Documents will be available by email. To obtain Documents, email a request with the subject "Carrie Furnace - Request for Documents" in the email subject line, and include a request on company letterhead that includes your firm name, contact person's name, email address, phone and fax numbers. Proposals will be accepted no later than 12:00 noon, Friday, April 21, at the offices of the architect, Pfaffmann + Associates, 223 4th Avenue, Suite 800, Pittsburgh, PA 15222. Proposals will be publicly opened at 12:30pm, Friday, April 21 at the location indicated above.

Proposals must be on the proposal form described in the Bid Documents and be enclosed in a sealed envelope, bearing the name and address of the bidder on the outside, addressed to Pfaffmann + Associates and marked with the project name.

Each Proposal must be accompanied by a proposal guaranty of not less than ten percent of the Base Bid. Rivers of Steel reserves the right to waive any informalities and to accept or reject any and/or all Bids or part thereof or to accept the bid that it finds, in its sole discretion, to be in the best interest of Rivers of Steel.

A prebid meeting shall be held at the Carrie Furnace site in Swissvale, PA 15218 at 9:00am, April 10. Bidders are encouraged to examine the location and existing conditions of the proposed project site.

Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses."
