C. No bids will be received after 2:00 p.m., September 16, 2010 local prevailing time. Bids will be submitted on Bid Forms provided and as described by Supplementary Instructions to Bidders.
D. Pre-bid meeting will be held at the project site on August 31, 2010 at 10:00 AM
E. Bidding documents will be available on August 23, 2010 in the offices of Richard Schmitz Studios, 895 Graydon Drive Pittsburgh, Pennsylvania 15209. Bidding Documents will only be issued to Prime Bidders. Bidding documents will not be issued to subcontractors.
F. A bid deposit of $50.00 will be required for bidding documents. Unsuccessful Prime Bidders, upon returning complete bidding documents in good condition, will be refunded the deposit. Prime Bidders who failed to submit a bid or returned bidding documents that are incomplete or in poor condition, will be refunded $10.00 upon returning the bidding documents.
G. Bidding Documents shall include two (2) sets of drawings and two (2) copies of the Project Manual. Additional documents available at cost (non-refundable).
H. The project requires compliance with the Davis-Bacon Act and other Federal Labor Standards Provisions; Title VI and other applicable provisions of the Civil Rights Act of 1964, the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Section 504 of the Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; and The Secretary of the Interior’s Standards for the Treatment of Historic Properties.
I. By submitting bids, the Prime Bidder agrees that bids shall be firm, binding, and irrevocable and may not be withdrawn for a period of ninety (90) days after the scheduled closing time for receiving bids.
J. No Bid Security required.
K. The Owner reserves the right to waive any informality and to reject any or all bids.
L. Bids will be opened privately and reviewed by the Owner. Within a reasonable time period, a summary of the bids will be made available to the Prime Bidders.

Constructed in 1942 as part of Homestead's World War II expansion, the 45-inch mill was in operation until the early 1980s.
